U helsinškim gimnazijama eksperimentira se učenje "fenomena" umjesto tradicionalnih predmeta

 
 
Čitajući članak Timothyja Gartona Asha, profesora europskih studija na sveučilištu u Oxfordu, prisjetio sam se nedavnog (u ožujku) teksta u listu Independent o reformi školstva u Finskoj, koja i inače ima jedan od najboljih školskih sustava u svijetu (izdvaja, uz ostalo, 7 posto BDP-a za školstvo). Već nekoliko godina u nekim se gimnazijama u Helsinkiju eksperimentira učenje „fenomena" umjesto tradicionalnih predmeta kao što su povijest, geografija, matematika... Uči se „Europska unija", a u taj su predmet uključeni ekonomija, jezici, povijest država...

U Finskoj je godinama uvedeno i drugačije predavanje od klasičnog gdje profesor predaje, a učenik sluša. U Helsinkiju je 70 posto nastavnika pripremljeno za novi način obrazovanja, koji bi trebao biti uveden u sve finske škole do 2020. Evo, u Finskoj ne samo što se ne vjeruje da će grčka kriza dovesti do raspada EU-a, već svoju mladež pripremaju za Europu u kojoj možda više ne će biti 28 različitih grčkih država. Učiti o drugima i od drugih znači pripremati se za budućnost. Gledati sve kroz nacionalnu optiku znači smanjivanje vidika.

Rapidno opadanje konkurentnosti

 
 
Hrvatska za znanost izdvaja svega 0,02 posto proračuna! Toliko se EU-ova dobije novca za samo jedan projekt! U zadnjih pet godina izdvajanja za znanost su smanjena za polovicu. Sramotno! - istaknuo je, među ostalim, potpredsjednik Sabora akademik Željko Reiner u izlaganju uime Kluba zastupnika HDZ-a. Godišnje izvješće Hrvatske zaklade za znanost bila je, naime, tema današnje rasprave odnosno ugovorne obveze za 500 projekata u 2015. No projekcije proračuna ne slijede dogovorene kvote znanstvenih projekata.

Akademik Reiner preciznim je argumentima upozorio da aktualna vlast stalnim „rezanjima“ potpora za znanost nanosi štetu i znanosti i znanstvenicima. Teško je očekivati konkurentnost, ako se ima u vidu da razvijene EU države za znanstvena istraživanja izdvajaju preko tri posto BDP-a, dok je u Hrvatskoj - uslijed „rada“ Milanovićeve vlade - nemoguće utvrditi točan postotak. Zaklada za znanost je u 2014. iz proračuna dobila 79 milijuna kuna. Jer, njena uloga je da proračunskim novcem financira hrvatsku znanost. No, ovaj iznos ima udio u BDP-u 0,02 posto! Za sve znanstvene projekte u Hrvatskoj se, dakle, izdvaja 0,02 posto?! To je novac, primjerice, koji dobije jedan znanstveni projekt u EU. Kad govorimo o znanstvenim istraživanjima, nitko u ovom trenutku ne zna koliko se novca izdvaja. Negdje stoji da je 0,6 posto BDP-a, drugdje 0,8. A prosjek EU je - dva posto! Slovenija pak izdvaja preko dva posto. Razvijene države EU, poput Finske, čak preko tri posto!
 
Ovo se ne može zvati ozbiljnim financiranjem znanosti. S ovako niskom izdvajanjima za znanost - kako itko može pomisliti da hrvatska znanost može biti konkurentna? Je li realno očekivati da će projekti koji su financirani s 250.000 kuna rezultirati objavom znanstvenih radova u vrhunskim svjetskim časopisima? To su, naime, nerealna očekivanja. Cijena neulaganja u znanost platit će se u godinama koje dolaze, a posebno će tu cijenu platiti mladi znanstvenici. I oni koji su imali rezultate u prošlim godinama, već za dvije godine neće ih imati! U odnosu na prije pet godina, sredstva za znanost smanjena su za polovicu! Sredstva za doktorande za - deset puta. 
 
Akademik Reiner u replikama se osvrnuo, također, na izrazito mala izdvajanja za znanost. Upozorio je da bi rebalansom proračuna trebalo osigurati više novca za znanstvene projekte. - Sramotno je premalo financiranje znanstvenih projekata u Hrvatskoj u 2014, ali, nažalost, i u ovoj godini. Uskoro će biti rebalans proračuna - odlučivat će se gdje će sredstva biti usmjeravana. Premalo se, nažalost, financiraju projekti u znanosti!
 
Tko god ima imalo pojma kako se dolazi do europskih znanstvenih fondova, onda zna da je novce nevjerojatno teško dobiti. U pravilu se stvaraju konzorciji od 10 do 15 vrhunskih institucija. Oni pripremaju projekte godinu dana, a samo jednom od njih se projekt odobri. Ne postoji, dakle, nijedna zemlja u Europi koja se oslanja samo na europske fondove u financiranju vlastitih znanstvenih projekata.

Sveučilište u Zagrebu je najodgovornije za optimalne kriterije izbora

 
 
Nedjelja 12. srpnja bio je ponovno veliki dan za Sveučilište u Zagrebu. Tijekom proteklog razdoblja između dviju promocija, Hrvatska je dobila novih 404 doktora znanosti. Vjerujem da su mladi ljudi ali i neki stariji, uložili veliki trud da dostignu naziv doktora znanosti. Otvoreno je pitanje je li za njih sve ima trajnih radnih mjesta. Ne mogu svi ostati raditi na sastavnicama Sveučilišta. Koliko njih će morati potražiti svoj kruh negdje drugdje? Neki će to lako ostvariti.

Za one koji će ostati na Sveučilištu postavlja se pitanja kako će oni napredovati. I tu je Hrvatska temeljito podijeljena. Jedni su zatravljenici Ai-kriterijima. Samo bi brojili radove i za to plaćali sve više i više. Da im vlasnici banaka podataka o radovima udare žig. Drugi slijede Deklaraciju DORA o kojoj je iscrpno višekratno pisano za ovaj portal kao i Lajdenski manifest. Na toj liniji, a potaknut komentarom hep.-th. M. Dorešića o znanstvenicima i znanstvenim osobnostima (HF, 10. srpnja 2015.) predlažem nove kriterije napredovanja.
 
Preispitati postojeće kriterije
 
To su IC-kriteriji. Natjecatelj napiše popis radova, izdvoji nekoliko od njih za podrobniju analizu Povjerenstva. Međutim to su samo pomoćni kriteriji. Osnovni je program rada u narednom izbornom razdoblju. Dovoljno je stranica teksta da se vidi može li natjecatelj nešto doprinijeti razvoju visokog obrazovanja i znanosti, ne samo konkretnim istraživanjima, već razvojem područja, laboratorija, radom u okruženju područja na kojem djeluje itd. To su IC-kriteriji.
 
Na usvajanju Ai-kriterija, brojenja radova, neki su radili pola stoljeća, neki sada moćni također rade već vrlo dugo. Sveučilište u Zagrebu pripada skupini od 3 do 4 posto najboljih sveučilišta u svijetu i treba otvoriti raspravu, hoće li prihvatiti Ai-kriterije, razmisliti o deklaraciji DORA i Lajdenskom manifestu. Ili će razmotriti i IC-kriterije koji u sebi sadrže neke stare načine izbora. Provjereno dobre. Ali će time izbiti ekstraprofit bazama podataka u rukama nekoliko najmoćnijih. A koje su potrebne za Ai-kriterije.
 
Stvarno je dosta dopisivanja autora na tekstove zbog potrebnog broja radova. Treba vidjeti jesu li novi istraživači pogodni da unaprjeđuju svoje područje djelovanja, a ne samo da sudjeluju u mainstream istraživanjima pod vodstvom drugih. Novi ljudi, nove ideje, a ne nastavak tuđih.
